This report considers the policy development process the Government followed in proposals to amend the Marine and Coastal Area (Takutai Moana) Act 2011, along with the proposed amendments, finding that these cause prejudice to Māori and are a gross breach of Treaty principles.

Decision on two applications filed regarding Te Horo 3 No 1-31 block (the Block). The first sought a rehearing of an injunction application filed by the Paora Whānau Trust against the respondent and To Orewai Te Horo Trust which was dismissed in 2023. The second sought an urgent injunction to prevent the occupation by the respondent on part of Kaikou No 3 9B block, which is amalgamated within the Block.
